JOB description: 

Crowd controllers keep constant watch of the crowd during a specific event such as public speeches, sporting events or concerts, in order to prevent and react quickly to incidents. They control the entry to the venue, monitor the behavior of the crowd, handle aggressive behavior and conduct emergency evacuations.

Main Responsibilities:

  1. Control crowd: Control a crowd or riot, ensuring people do not cross to areas they are not allowed to access, monitoring the crowd's behavior and responding to suspicious and violent behavior.
  2. Manage emergency evacuation plans: Monitor quick and safe emergency evacuation plans.
  3. Ensure health and safety of visitors: Take the necessary precautions to ensure the physical safety of an audience or people visiting an activity. Prepare actions in case of emergency. Administer first aid and direct emergency evacuations.
  4. Practice vigilance: Practice vigilance during patrol or other surveillance activities in order to ensure safety and security, to look out for suspicious behavior or other alarming changes in patterns or activities, and to respond quickly to these changes.
  5. Liaise with security authorities: Respond quickly to security incidents and violations by calling the police and keep in touch with other relevant parties involved in the potential prosecution of the offender.
  6. Comply with the principles of self-defense: Observe the principles according to which a person should only use so much force as is required to repel an attack. The use of deadly force is limited to situations where attackers are using deadly force themselves.
  7. Deal with aggressive behavior: Respond promptly to adverse behavior in a professional manner by taking appropriate and legal action to prevent further aggressiveness, such as verbal warning, lawful removal from the premises or apprehension of the person involved. Report details of adverse behavior in line with the organization’s procedures
  8. Handle conflicts: Mediate in conflicts and tense situations by acting between parties, such as service users, important others like families, and institutions, striving to effect an agreement, recon ciliate, and resolve problems.
  9. Identify terrorism threats: Identify the possibility of terrorism activities posing threats and danger in a specific area by monitoring activities of potentially dangerous groups of people, assessing risks in different areas, and gathering intelligence.
  10. Ensure public safety and security: Implement the relevant procedures, strategies and use the proper equipment to promote local or national security activities for the protection of data, people, institutions, and property.
  11. Manage theft prevention: Apply theft and robbery prevention; monitor security surveillance equipment; enforce security procedures if needed.
  12. Monitor guest access: Oversee guests access, ensuring that guest needs are addressed and security is maintained at all times.
  13. Patrol areas: Patrol a designated area, watch out for and respond to suspicious and dangerous situations, and communicating with emergency response organizations.
  14. Restrain individuals: Restrain, or control by force, individuals who violate regulations in terms of acceptable behavior, who present a threat to others, and who perform acts of violence, to ensure the individual is unable to proceed in this negative behavior and to protect others.
  15. Perform security checks: Monitor and check individuals' bags or personal items in order to make sure the individuals present no threats and that their behavior is legally compliant.
  16. Use communication techniques: Apply techniques of communication which allow interlocutors to better understand each other and communicate accurately in the transmission of messages.
  17. Identify security threats: Identify security threats during investigations, inspections, or patrols, and perform the necessary actions to minimize or neutralize the threat

General obligations:

  • Field Data Collectors will follow sampling instructions provided by the study team.
  • Field Data Collectors will conduct interviews with the selected clients (in – depth interview and household level interviews).
  • Data collector will use the qualitative and quantitative data collection tools.
  • Field Data Collectors will conduct a visual assessment of the target areas.
  • Conduct Interviews by tools.
  • Complete the needed forms or questionnaires.
  • Provide responses to the CRM and record relevant data.
  • Reporting and planning of the project activities.
  • Sort classify and file forms.
  • Participate in the data collectors training workshop meetings and other gatherings.
  • Traveling to target areas and distribution of relevant response tools.
  • Preparation of project related documents.
  • Any other duties assigned by the Project Manager's competency servers must meet the 13 criteria below:
  1. Head of HH is either a women or child HoHH without adult male;
    Or an elderly is the HoHH (male or female).
  2. Female HHH with HH size > 5.
  3. Households size 7+.
  4. HHs with one or more members with disability and chronic illness. 
  5. HoHH with disability.
  6. HHs with more than 3 children under the age of 5.
  7. HH with no stable source of income, or main source derived from borrowing, begging, or zakat. 
  8. HH relying on casual labor by one member.
  9. HoHH with no formal education.
  10. Rural: Landless HHs (do not own a house or agricultural land). Urban: HHs who rent their accommodation (don’t own it or live with others for free).
  11. HH with poor asset holdings - [to differ in definition between rural and urban}.
  12. Households that have already exhausted all coping options (sold land, can’t migrate for work, can’t borrow, sold all productive assets).
  13. Experiencing extreme hunger and destitution with no social support.
