About RCY:

Rehabilitation Center of Youth (RCY) Is a non-profit, non-governmental organization and registered with Afghanistan Ministry of Economy on 2006 which registration number (645) working in various fields of construction, health, agriculture, education and social protection. RCY is operating in the field of orthopedic and physiotherapy services in Jalalabad, Khost, Daydundi and Herat provinces. This project is funded by Dutch Ministry of Foreign Affairs.

Main Responsibilities:

  1. Designing and implementing the work plan and obtaining approval from the project manager.
  2. Necessary coordination in the advancement of activities.
  3. Knowledge and understanding of how to apply Admin in different parts of society and geography.
  4. Overseeing department’s functions and managing employees.
  5. Manage all HR related tasks and responsibilities, identifying workforce gaps, undertaking recruitment, conducting staff appraisals.
  6. Supervise the updating and maintenance of personnel records.
  7. Control attendance reports and preparing monthly payrolls.
  8. Ensure the contracts for the new employees and short-term appointments.
  9. Administering the leave plans, certifying employee attendance and leaves.
  10. Ensures that human resource files and records are maintained in accordance with legal requirements and RCY policies and procedures.
  11. Establishes, updates and maintains manual and automated filing systems to store and track records/information.
  12. Participate in the conduct of investigation for disciplinary matters.
  13. Keep in track of payrolls submitted to finance.
  14. Keeping track of employee data (vacation, contract status, benefits, salary advances, ID cards) and ensuring they are up-to-date.
  15. Maintaining an easy -to- use archive for resumes and applications.
  16. Ensure the personnel files are maintained for all staff, to include updating contact information and maintaining the privacy of each file.
  17. Establishing and maintaining a database of all employee contracts with start dates, expiration dates and information on starting salary and increases.
  18. Responsive for the internal and external audit of Human Resource department documentation.
  19. Establishing direct communication with governmental and non-governmental organizations.
  20. Regular receipt and issuance of official letters to subordinate bodies.
  21. Regulating the activities of the reception.
  22. Regulating all the affairs of the administrative department in the head office and provinces.
  23. Regular creation of filing system.
  24. Providing accurate daily, monthly and quarterly reports to direct supervisors.
  25. Identify and correct miscalculations and Administration discrepancies.
  26. Run and update databases or Administration system.
  27. Correct use of materials, tools and equipment related to the office.
  28. Regulating, maintaining and taking care of the property and goods of the department.
  29. Develop and streamline operational efficiencies.
  30. Contact delinquent accounts.
  31. Raising the level of knowledge and capacity building.
  32. Compliance with all ethical code, code of conduct, disciplines introduced by the organization.
  33. Obtaining complete knowledge about the organization and all the policies of the organization.
  34. Stay current with all regulations, requirements, and laws of government of Afghanistan
  35. Good behavior with clients and staff.
  36. Inform the direct commander in time of any kind of accidents that have happened.
  37. Carrying out other tasks assigned by the department.

Required Competencies:

  • Ability to read, Write and speak fluent English language.
  • Able to work under heavy pressure situation.
  • Able to meet deadlines and deliver high-quality work on time.
  • Ability to speak Pashto and Dari.
  • Showing good behavior and character with the staff and beneficiaries.
  • Strong communication skills required.
  • Should have a smartphone and ability to use smartphone.
  • Computer skills required particularly Microsoft Office.
  • Ability to travel to various districts in the respective provinces.

Education / Experience Needed:

Bachelor/Master degree of the relevant topic
3 years of experience
