About RCY:

Rehabilitation Center of Youth (RCY) Is a non-profit, non-governmental organization and registered with Afghanistan Ministry of Economy on 2006 which registration number (645) working in various fields of construction, health, agriculture, education and social protection. RCY is operating in the field of orthopedic and physiotherapy services in Jalalabad, Khost, Daydundi and Herat provinces. This project is funded by Dutch Ministry of Foreign Affairs.

Main Responsibilities:

  1. Designing and implementing the work plan and obtaining approval from the project manager.
  2. Necessary coordination in the advancement of activities.
  3. Knowledge and understanding of how to apply logistic in different parts of society and geography.
  4. Receives all goods delivered to the site and ensures good are received in the correct quantity and in good condition.
  5. Proper keep records of all warehouse in and out.
  6. Always keeping update of stock cards.
  7. Provides weekly reports to the related supervisor of all logistical activities.
  8. To visit and supervise project sites as required and asked by his supervisor.
  9. To organize the RCY facilities within his unit according to the accepted guidelines and policy.
  10. Keep track of purchase orders and requisitions and to follow up the procurement policies of RCY and donors regulations.
  11. Prepare bid summaries and translation of bills.
  12. Keeping Asset/inventory list update.
  13. All the well and completed organized documents should be hand over to the Finance department for voucher preparing.
  14. Shall participate in all suppliers biding selection committees;
  15. Induction training for newly hired staff (Admin/finance) when needed;
  16. To provide stationery and other necessary materials to the project team and other staff needed.
  17. To keep all stationery and other office supplies in the stock properly and distribute them to the respected departments according to their request. Also keeping the record of every single item taking out from the admin stock.
  18. Providing top-up cards for staff that is deserves according to their limitation and keeping the record properly.
  19. Negotiating with suppliers and service providers.
  20. Assist as needed in preparing contract agreements for rentals, premises or any other required documentation.
  21. Ensure compliance with Logistic processes, policies and the Afghan labor law.
  22. Purchasing top-up card on monthly bases according to the need and expenditure.
  23. To undertake all other duties and responsibilities as assigned by the line supervisor.
  24. Taking the log book from the vehicles at the end of each month.
  25. Putting the log book for the generators and project vehicles.
  26. Monitor consumables, stationery and cleaning materials for the office.
  27. Should purchase necessary items needed by each department from petty cash and liquidate the amount in the proper time.
  28. Ability to cope with stressful situations and work with limited resources.
  29. Regular creation of filing system.
  30. Providing accurate daily, monthly and quarterly reports to direct supervisors.
  31. Identify and correct miscalculations and logistic and procurement discrepancies.
  32. Run and update databases or logistic system.
  33. Correct use of materials, tools and equipment related to the office.
  34. Regulating, maintaining and taking care of the property and goods of the department.
  35. Develop and streamline operational efficiencies.
  36. Contact delinquent accounts.
  37. Raising the level of knowledge and capacity building.
  38. Compliance with all ethical code, code of conduct, disciplines introduced by the organization.
  39. Obtaining complete knowledge about the organization and all the policies of the organization.
  40. Stay current with all regulations, requirements, and laws of government of Afghanistan
  41. Good behavior with clients and staff.
  42. Inform the direct commander in time of any kind of accidents that have happened.
  43. Carrying out other tasks assigned by the department.

Procurement Responsibilities:

  • Sourcing and Vendor Management: Identifying and selecting suitable suppliers or vendors, negotiating contracts, and managing relationships with them to ensure the best terms, quality, and value for the organization.
  • Strategic Planning: Developing procurement strategies aligned with organizational goals, such as cost savings, risk mitigation, sustainability, and innovation.
  • Budgeting and Cost Control: Estimating costs, creating budgets, and implementing cost-saving measures while maintaining quality standards.

Required Competencies:

  • Ability to read, Write and speak fluent English language.
  • Able to work under heavy pressure situation.
  • Able to meet deadlines and deliver high-quality work on time.
  • Ability to speak Pashto and Dari.
  • Showing good behavior and character with the staff and beneficiaries.
  • Strong communication skills required.
  • Should have a smartphone and ability to use smartphone.
  • Computer skills required particularly Microsoft Office.
  • Ability to travel to various districts in the respective provinces.

Education / Experience Needed:

Bachelor/Master degree of the relevant field
3 years of experience
